LAHORE: The Punjab Assembly has embarked on a comprehensive review concerning the incorporation of artificial intelligence (AI) and digital governance within public services. This initiative is being spearheaded by its Special Committee No. 13, which is tasked with evaluating AI applications while ensuring the protection of citizens’ rights.
Under the leadership of Speaker Malik Muhammad Ahmad Khan, the committee convened for its first meeting on Thursday. This marks a significant development as it is the pioneering parliamentary committee in Pakistan and across South Asia specifically focusing on the governance of AI and digital technology.
The inaugural meeting followed a three-day workshop that took place in Islamabad from September 2 to 4, organized by UNDP Pakistan in collaboration with the UK’s international development agency. This workshop was designed to explore the advantages and challenges associated with AI and digital technologies, as well as to discuss the principles surrounding responsible governance.
Initial Focus Areas for Committee Review
During the meeting, the committee deliberated on a preliminary framework for conducting an inquiry into the use of AI within Punjab. Key areas of scrutiny will include transparency, accountability, the safeguarding of citizens’ rights, data security, effective remedies for grievances, and ensuring meaningful human oversight.
Two public service systems have been earmarked for initial scrutiny. The first system is the AI-enhanced e-challan system utilized by the Punjab Safe Cities Authority. The committee intends to assess the precision of violation detections, the validation of these violations by human operators, citizens’ access to evidence, avenues for contesting and reviewing decisions, and the management of related data.
The second focus area involves welfare assistance associated with the Punjab Socio-Economic Registry (PSER). The committee plans to investigate aspects such as registration procedures and accessibility, the accuracy of data, eligibility evaluations, the rationale behind adverse decisions, the rectification of incorrect information, and opportunities for reconsideration.
Methodology and Implications of AI Use
A critical aspect of the committee’s review will be to establish through empirical evidence how eligibility is determined—whether through manual evaluation, predefined rules, statistical models, machine learning, or a combination of these methods—rather than making assumptions about the role of AI.
Furthermore, the committee engaged in discussions regarding the constitutional and legal ramifications of emerging digital technologies. Topics included potential digital harms, the issue of deepfakes, threats to democratic integrity, risks faced by women and marginalized groups, data governance, and the capabilities of institutions to manage these challenges.
