In a significant move against Russia, President Donald Trump has enacted a far-reaching sanctions package targeting the country’s energy sector. This new legislation, which received approval from the US House of Representatives earlier in the week, aims to impose heavy penalties on major buyers of Russian oil and gas, particularly focusing on nations like China and India.
The sanctions bill grants Trump the authority to impose tariffs as high as 100% on the five largest purchasers of Russian energy resources. Additionally, at Trump’s direction, the sanctions have been expanded to include measures against Iran’s energy and arms industries. The legislation has been named in honor of the late Senator Lindsey Graham, a prominent advocate for Ukraine who passed away on July 11.
Officially titled the Lindsey O Graham Sanctioning Russia and Iran Act of 2026, the legislation spans 48 pages and includes provisions for countries that import a minimal percentage of their natural gas from Russia and are actively working to reduce that dependency. Furthermore, the sanctions target Russian President Vladimir Putin, high-ranking officials within the Russian government, as well as financial institutions and the clandestine fleet of tankers that Russia employs to bypass existing sanctions.
Legislative Context and Impact
Senator Richard Blumenthal, a Democrat from New York, has previously characterized the sanctions as “scorching measures” designed to severely hinder Putin’s military operations. According to research from the Centre for Research on Energy and Clean Air (CREA), China accounted for 50% of Russian crude oil exports from December 2022 to August 2026, with India following at 37%. In contrast, Turkey and the European Union each represented 5% of these exports, though the EU’s imports have been on a downward trend.
Senator Graham had been a persistent advocate for a stronger response from the Trump administration in light of Russia’s aggression in Ukraine, which escalated following its invasion in February 2022. The recent passage of the sanctions bill was applauded by Ukrainian President Volodymyr Zelensky, who noted its timing coincided with a fresh wave of Russian missile attacks on Ukraine, further emphasizing its significance.
Tribute to Lindsey Graham
Graham, who was 71 at the time of his death due to an aortic dissection linked to cardiovascular issues, was remembered by Trump as someone who died “doing the work he was born to do.” Before his passing, Graham was recognized as one of Ukraine’s most steadfast supporters in Washington, particularly during a period of intense debate among Republicans regarding US involvement and aid to Ukraine.
Zelensky expressed his gratitude for the bill, highlighting its importance amid ongoing hostilities. He remarked on Telegram that the House’s approval of Graham’s sanctions bill was significant not only for the legislative progress it represented but also for the timing, coinciding with continued Russian aggression against Ukraine.
