The talks, which took place at the Kremlin on Saturday, precede the envoys’ anticipated journey to Kyiv on Sunday.
Temporary Ceasefire Agreed
Both Russia and Ukraine have agreed to a temporary halt on attacks toward each other’s capitals for a three-day period coinciding with the negotiations. This pause is part of a broader effort by the United States to revive stalled peace talks aimed at ending the most severe conflict in Europe since World War II.
U.S. President Donald Trump has indicated that Kushner, his son-in-law, alongside business associate Witkoff, is carrying a proposal aimed at resolving the war. During a formal greeting in Moscow, President Putin expressed his gratitude to President Trump and welcomed the American delegation, acknowledging the complexities of the situation.
Concerns Over Russian Strikes
Following the Moscow discussions, Kushner and Witkoff plan to proceed to Kyiv. Ukrainian President Volodymyr Zelensky has accused Russia of attempting to disrupt the envoys’ visit by launching overnight attacks on Kyiv’s airports and a civilian site in the Dnipro region, resulting in five fatalities.
Zelensky suggested these attacks were a response to the U.S. delegation’s impending travel plans, asserting Ukraine’s commitment to ensuring the safety of diplomatic engagements. The visit marks the envoys’ first trip to Kyiv since Trump’s re-election, underlining his administration’s commitment to resolving the ongoing conflict.
Unusual Travel Arrangements
Travelling to Kyiv by air is notably unconventional due to the closure of Ukrainian airspace since 2022. Typically, officials have resorted to train travel for safety reasons. The envoys are expected to arrive in Kyiv on Sunday, as reported by a senior Ukrainian official to AFP. Meanwhile, Axios disclosed their prior meeting with President Putin in Moscow on Saturday.
President Trump has tasked the negotiators with assessing the feasibility of advancing peace efforts. Despite previous impediments linked to the U.S.’s conflict with Iran, the current initiative seeks to mitigate the recent escalation in hostilities between Russia and Ukraine.
Prospects for Peace
While Trump refrained from divulging specifics of the peace proposal, he hinted at a potential strategy without confirming if it involves territorial concessions from Ukraine. Witkoff and Kushner have a history of engaging in delicate negotiations, including ceasefire efforts in Gaza and Iran.
The diplomatic push coincides with intensified missile and drone exchanges between Russia and Ukraine. Hours before Trump’s announcement, a Russian drone reportedly targeted Ukraine’s SBU security service headquarters in Kyiv, marking a first since the conflict began. Despite this, Zelensky advocated for a mutual ceasefire during the U.S. envoys’ visit.
Russia has yet to respond to the ceasefire proposal, as tensions remain high following a deadly Russian strike in Kamianske, which claimed four lives. The visit by Kushner and Witkoff follows a rare diplomatic mission to Moscow by CIA Director John Ratcliffe and a recent meeting of the Russian finance minister with U.S. officials at a G20 event in North Carolina.
